摘要
根据省、市有关法律法规文件规定,在实施福建省建设厅招标文件范本的《投标须知内容修改表》、《合同专用条款补正表》修订过程中,本文针对招标工程量清单核对误差量化具体规定,合同条款与招标文件解释顺序约定,中标后不具备开工条件制约,工期可以顺延条件界定与计算方法,合同价款风险包干系数、风险包干范围内容与不包括范围内容具体约定,材料设备采购、工程变更和增加费用支付办法具体制约,意在引导市区以外招标代理机构对泉州市市级财政投融资建设项目招标工程修订条款内容的应用。
According to the relative laws and regulations, in the progress of revising tender document model made by Fujian Province Construction Hall --《Modification List Of Bid Notice》.《Supplement to Contract Special--purpose Provision》, this thesis focuses on the specific stipulation of tender project quantity＇s checkup error quantification, the agreement of the instruction order between contract provision and tender document, the limit and calculation method of escaping the restriction of operation condition and postponing the project time after attaining tender , the specific stipulation of contract cost＇s all--responsible risk coefficient.all --responsible risk＇s including scope and not including scope, specific limits of the purchase of materials and facilities, project change and the increase of expense payment, in order to guide the tender agency outside urban district how to apply revising content of Quanzhou city--level financial investment and financing tender project.
