摘要
准公共基础设施建设项目应用无追索融资模型可以解决政府建设资金短缺的问题,保证支付的存在为私有投资商进行项目融资提供了便利条件;从风险管理的角度,分析了项目实施过程中所面临的融资成本及各种风险存在方式;采用多目标规划方法,构建了政府财政补贴比例最小化为主要目标函数的项目投资决策优选模型,并运用算例进行了验证。
The forfeiting finance model is applied to resolve the shortage of construction funds in public infrastructure projects. Guarantee pay provide convenient conditions for the private investor to carry out project financing. From the perspective of risk management, it analyzes the financing costs and various risks existence. It adopts multi - purpose programming method and sets up optimal model of investment project decision targeting the minimum of finance subsidy scale. It has validated the method by using the example.
