在美国领导的国际反恐战争中,巴基斯坦发挥了无以替代的作用。但近年来巴国内局势持续动荡,恐怖主义威胁日渐严重。为增进国家安全和稳定局势,穆沙拉夫和新近执政的吉拉尼政府开始调整应对恐怖和极端势力的战略,但新政策的尝试引发美国的担忧和美巴之间的矛盾。从趋势看,巴将强调以符合国情的方式采取反恐行动,改善与美国合作中的弱势地位;美国则将在反恐紧迫性与现实局限之间寻找平衡。
Pakistan has played a role no one can replace in the U.S.-led global counter-terrorist war though Pakistan has fallen into a continuously turbulent situation and terrorst threat has loomed larger and larger in recent years.President Musharraf and the new government under Gilani have started to adjust the anti-terrorist and anti-extremist strategy in order to improve the country's security and stablize the situation.The efforts of such by Islamabad,however,have aroused the U.S.concern and brought about new contradictions between the U.S.and Pakistan.Expecting the near future,Islamabad may stress the need to take a counter-terrorist strategy that is based on Pakistan's special condition and national interests and change Pakistan's inferior position in its counter-terrorist cooperation with the United States while Washington may seek a balance point between the urgency and real limitedness in its counter-terrorist policy.
