摘要
行政审批制度改革是政府发起的一场"自我革命",它必须具备强大的动力并形成有效的动力机制才足以克服各种阻力。在推动行政审批制度改革的动力结构中,中央领导机关的规制部署和人民大众对服务型政府的呼声是直接动力,经济全球化和区域竞争是间接动力。行政审批制度改革的动力机制可以这样表述:领导层的危机意识、进取精神和使命感使改革长期保持强劲的推进势头,强有力的执行机制是改革推进的保障,良好的改革效应构成改革持续推进的反馈机制。
The reform of the administrative examination and approval system is a self-revolution launched by the government. It entails effective driving force mechanism to overcome various resistances. Taking the case of Quanzhou Municipal Administrative Service Center in Fujian Province of China, the paper analyses the driving force structure of the administrative examination and approval system innovation and reveals that the high attention and forceful implementation from the local government is the crucial element in constructing the scientific and effective driving force mechanism.
