摘要
流动人口管理是我国城市尤其是流动人口集中的大城市面临的一个难题。以北京市为例,尽管政府采取了证件管理等方式,但收效甚微,相当一部分流动人口仍处在管理的真空地带。从流动人口需求入手,寓管理于服务之中,是实施城市流动人口有效管理的根本途径。
Many cities especially metropolis are encountered with the problem that how to manage increasing floating people within. Taking Beijing as an example, despite of the measures taken by the municipal government, many people are still unregistered. From the viewpoint of providing services to the floating people, manage them as well as meet their needs maybe a more suitable approach to improve the efficieney of administralion.
