退耕还林工程生态价值评估与补偿——以陕西省吴起县为例 被引量:24

Evaluation and compensation of ecological value in the land conversion project:A case study of Wuqi County,Shaanxi Province

摘要 该文选取中国退耕还林工程典型地区陕西省吴起县为研究区,采用替代价格法、影子工程法、直接市场法评估吴起县退耕还林工程的理论生态价值。其中,涵养水源价值9140.4万元、保育土壤价值96378.8万元、净化环境价值427.1万元、固碳制氧价值100689.9万元、改善小气候价值272.23万元。通过引入市场逼近系数和支付意愿系数,确定在目前具有市场操作性的吴起县退耕还林工程实际生态补偿价值为5633万元,其中,涵养水源价值1118.8万元、保育土壤价值2360.6万元、净化环境价值6.4万元、固碳制氧价值2114.5万元、改善小气候价值32.7万元。同时,根据不同森林生态服务功能的特点和受益对象,制定了相关的补偿办法。通过这些补偿办法,将实现森林生态服务功能有偿使用,从而改变单纯依靠国家财政开展退耕还林的局面,为建立退耕还林生态补偿机制提供了有益参考。 Wuqi County, a demonstration area of the conversion of cropland to forestland in China, was chosen as a study case to evaluate the forest ecological value of the conversion of cropland to forestland project, using methods of replacement price, shadow engineering and market price. Results show that the value of water conservation was 91.404 million yuan (RMB), the value of soil conservation was 963.788 million yuan, the value of environment purification was 4.27 million yuan, the value of carbon dioxide fixation and oxygen release was 1 006.899 million yuan and the value of microclimate improving was 2.722 3 million yuan. Approaching market coefficient and coefficient of willingness to pay were introduced to estimate the actual ecological compensation value that is currently more practical in market. Results indicate that the total actual ecological compensation value was up to 56.33 million yuan, among which 11.188 million yuan for water conservation, 23.606 million yuan for soil conservation, 0.064 million yuan for environment purification, 21. 145 million yuan for carbon dioxide fixation and oxygen release and 0.327 million yuan for improving microclimate. According to the characteristics of each ecological service functions of forest and its beneficial object, the methods of ecological compensation were suggested which would realize the paid utilization of ecological service functions of forest, and change the traditional situation that conversion of cropland to forestland project was only supported by central government. The result of this paper can be references for proposing regulations of ecological compensation.
