摘要
教育乱收费是影响我国教育事业发展的"瓶颈"之一。教育乱收费主要表现形态包括"政策型""生存型""发展型""激励型""趋利型""转嫁型",政策解释空间和执行过程不适当的模糊度,与教育乱收费行为的发生和程度正相关。
The unreasonable charges by universities and colleges are one of the bottlenecks affecting China＇s education development. The manifestations include policy type, survival type, development type, motivating type, profit-seeking type and burden-tranferring type. Policy interpretation space and the appropriate ambiguity in implementating policies are in direct proportion to the degree of unreasonable charges by universities and colleges.
