摘要
自主创新是实现西部地区经济发展方式转变的内在因素;在西部地区自主创新面临多重制约的条件下,国家财政、税收和金融等扶持政策因其风险分散效应、扶持效应和激励效应,是增强西部地区自主创新能力的重要手段。
Independent innovation is an internal factor to change the current economic development pattern of the western regions of China, In the context where self innovation of the western regions are under multiple constraints, supportive fiscal, tax and financial policies of the government, which can disperse risks, support and encourage people, are important means to enhance the capacity of self innovation of the western regions.
