摘要
文章指出,汶川灾后重建分为救灾避灾、临时安置与灾后重建发展三个阶段。规划工作包括临时安置规划和灾后重建规划,规划的重要问题是选址。在规划组织管理方面,应协调好不同类型的灾后重建规划,促进各规划编制机构的合作。同时重视灾民参与,并应通过规划来提高城市抗灾能力。
In this article, the author points out that,the Post-Disaster Reconstruction of Wenchuan Earthquake will go through three phases： relief works, temporary re-housing and post-disaster reconstruction We should do planning for both temporary re-housing and post-disaster reconstruction.The key problem for planing is sites selection, As far as the organization of planning going on, it＇s very important to promote coordination of different plannings for various topecs and cooperation of planning by various institutions The author also emphasizes the participation of quake-victims, and furthermore puts forward that the city＇s capacity of disaster-proof to be improved through rational planning.
