摘要
城市"黑车"运输是我国公安交通管理部门重点打击对象.运用博弈论分析管理部门对"黑车"司机进行管制和"黑车"之间的降价竞争现象,结果表明,"黑车"市场存在的内在驱动力是有利可图;管理部门不应该仅仅从管制入手;理性的"黑车"司机在非法经营过程中也存在降价的驱动.本文最后在总结博弈分析结论基础上,分别从管理部门和"黑车"司机两个角度提出管理措施.结果表明,运用博弈论分析"黑车"问题具有理论和实际的意义.
The transportation of lawless vehicle is one of the main objects that the managing department strikes. This paper uses the game theory to analyze the phenomenon of the controlling by managing department and the depreciating competition between lawless vehicles. The result indicates that the inner driving force for the existing of the lawless vehicles is the profit; therefore, the managing department should not just control the lawless vehicles. the rational lawless vehicle drivers also have the inner driving force to reduce price. This paper brings forth some suggestions both from the managing department and the lawless vehicle drivers based on the result of the game theory analysis. It shows that there is theoretical and practical significance in using the game theory to analyze the transportation of lawless vehicles.
