摘要
目的探讨疾病预防控制机构现状及体系存在的问题。方法采用书面调查方式,调查疾控机构现状。结果很多县级疾控中心存在经费投入不足,人员配置不合理,对疾控中心自身建设、管理、改革和发展思考不够以及疾控机构硬件条件差等问题。结论各级疾控机构要明确职能,保证投入;合理定位,调整功能;合理使用编制,合理用人;严格准人,规范管理;优质服务,拓宽市场;积极主动,争取支持;深化改革,开拓进取;转变观念,切实把工作重点放到预防工作上来。
Objective To Analyse the state of the disease prevention and control institution and the problem of this system. Methods The state of this institution was investigated by writing form- Results Budget devotion shortage, unreasonable powerman allocation, lacking thinking to the construction, management, reform and development of center for disease prevention and control （ CDPC）, and the bad condition of hardware in many CDPCs. etc. Conclusion CDPC must clear and definite working responsibility, assurance devotion; Fixed Reasonablely position, adjust function; Use reasonablely staff and person; Quasi - go into strictly, specificate the management of CDPC; Service with superior quality to the peoples, open widely a market; Active actively to fight for the support of government ; Turn deeply reform, expand enterprising; Change rite idea, put the work＂ important point to prevention.
