摘要
通过能源审计反映出企业在能源管理方面的薄弱环节,尤其是能源计量和能源统计等基础工作中存在的共性问题。这些问题影响着工业企业的能源计划、消耗定额考核和节能效果评价的准确性和可靠性,同时,也给政府主管部门掌握企业能源利用状况带来障碍,甚至导致辖区工业系统能源统计出现误差,增加了政府对节能评估、规划、调控和落实节能目标的不确定性。文章通过对若干能源审计案例的分析,提出加强工业企业能源计量和能源统计管理的几点设想和建议。
The weak links in enterprises energy management can be reflected by energy audit, particularly the problems of common character which are in the foundation work, such as energy measurement, energy statistics and so on. These problems affect the industrial enterprise energy plan, the consumption quotas check and the accuracy and reliability of the energy saving effect, also bring about the barriers for the government departments to realize the status of using energy in industry. Even it will cause errors in energy statistics under the jurisdiction of industrial system, and increase the uncertainty for the government to appraise how to save energy and realize the goal. This paper proposed some ideas to enterprises for developing their energy measurement and statistics management by analyzing several cases about energy audit.
