摘要
从土地资源、农业生态与环境、粮食产量、畜牧业发展、农业机械化水平等方面分析了区域农业发展的优势,以及在剖析水资源缺乏、生态环境恶化趋势明显、农田基础设施薄弱、农民收入增长缓慢、非农业生产占用耕地迅速增加等农业发展制约因素基础上,提出了保护和建设国家粮食安全保障基地、大力发展畜牧业、建设以食品工业为主的农产品加工基地、建立优势农产品产业带、促进土地规模化经营、以龙头企业带动农村剩余劳动力转移和加速农村城镇化的区域农业发展对策,期望对吉林省农业发展和政府决策有所裨益。
This paper analyzes the advantage of regional agricultural development from such aspects as land resources, agricultural ecology and environment, grain yield, livestock husbandry and mechanization level of agriculture. Such problems as water resources shortage and degradation of ecological environment are discussed together with poor farmland infrastructure, a low increase of farmers＇ income and a high increase of non-farming land occupation, which strongly limits the agricultural development. Thereby, the paper puts forward such strategies as protecting and founding of secure national grain supply bases, fast developing livestock husbandry, establishing agricultural products processing corporation and organic food planting bases, setting up five dominant agricultural products regions, manging farmland in large sacle, using a few leading enter-prises to transfer the surplus labor in rural areas and to increase the urbanization of rural areas. These strategies for regional agriculture develop- ment are expected to benefit the agricultural development and governmental decisions in Jilin Province.
