摘要
我国的社会福利制度正由补缺型向普惠型的社会福祉制度转变。社会福祉制度的转变需要高素质的社会福祉人才。但是目前我国福祉人才培养体系尚未建立起来,出现福祉人才严重短缺,影响我国福祉事业和福祉产业的发展。高校开设福祉学科,培养掌握各种福祉理论和福祉援助技术的专门人才,具有十分重大的现实意义。日本福祉人才培养方面的成功经验,对我们有很大的借鉴作用。我国各类高校可以根据自身的优势和特点选择不同的专业,4年制本科大学可以开设社会福祉专业、福祉经营专业、福祉教育专业,培养研究型、应用型福祉人才;各类职业教育院校可以开设健康福祉专业、介护福祉专业、福祉工学专业等,培养福祉领域的技能型、操作型福祉人才。
The social welfare system is transfomaing from residual model to scandinavian model. This transforming needs highqualified personnel in social welfare. But because of the lack of the training systern in the social welfare field, there is a great shortage of social welfare talents which influences the development of social welfare and related industry negatively. It becomes necessary to establish social welfare faculty in colleges and universities to train the specialized personnd to grasp the theory and offer technical support in social welfare. Different colleges can choose different majors according to its own advantages and charaeteristics with the help of formal experience in operating social welfare education gained by sane developed counties such as Japan. Courses like social welfare, welfare management and welfare education can be established in 4 - year colleges to nurture social welfare personnd focusing on research as well as applications. Vocational education institutes might set up programs such as health welfare,care and nursing, welfare technologies to train skilled individuals with practical abilities in social welfare.
