摘要
地震灾害是造成人员伤亡最多、经济损失最大的自然灾害,它不仅给城市安全造成了严重威胁,也给城市防震减灾工作带来了严峻挑战。在地震因素的影响下,采取系统、科学的城市防震减灾策略是确保城市安全的重要举措。建设抗震性能良好的安全场地和安全建筑是城市抗震减灾规划的关键;建立地震应急避难场所则是城市抗震减灾规划的重要保障。
Earthquake disaster is the biggest destructive natural disaster caused huge financial losses and a lot of cassualties, which is not only a severe threatening for the city secure, but also a enormous challenging from earthquake risk reduction for cities. Systematic and scientific strategies of seismic hazard prevention should be adopted in order to achieve the aim of secure city. As for the plan of urban earthquake resistance and hazardous reduction, safely-based the sites and builings with good seismic performance are the key consideration and the emergency shelters for earthquake disaster are the crucial safeguard.
