摘要 我国水资源自然分布不均,北方缺水的影响越来越严重,实施南水北调势在必行。南水北调东线、中线和西线的总体规划布局中,三条调水线路有各自的主要任务和供水范围,可相互补充,不能相互代替。南水北调东、中、西三线工程全部实施后,多年平均调引长江水500~600亿m3,将产生巨大的社会、经济与环境效益。近期的实施步骤是优先建设中线调水工程,相机实施东线调水工程的第一步方案。调水工程中的主要技术问题已基本清楚,技术上是可行的,有一些技术问题已达到或超出当今世界水平。 The distribution of water resources in China is uneven.The water shortage in the north of the country is becoming more and more serious and the implementation of the South North Water Transfer Project has become imperative.The approved integrative plan of the project involves 3 locations:the middle route, the west route and the east route.Each of them has to fuifil its own main tasks and its own water supply areas.They are compensative,but none of them can be replaced.50000~60000 millions m 3 water will be diversed from the Yangtze River annually after the project is implemented.This would produce significant social,economic and environmental benefits .The priority is given to the construction of the middle route.The first construction phase of the east route will start in an opportune time.The major technical problems are ascentained,however some of them need further studies.
