摘要
新事物的发展都有一个基础，它对新事物的发展变化有正反两方面作用。几十年来，我国欠发达地区农村在历史、理论和实践方面夯实的坚实基础，是社会主义新农村建设应当充分利用的良性底蕴，而农村发展滞后、农业经济基础脆弱和农民自身思想文化素质偏低引发的某些生活陋习、民主意识淡薄，则是必须严格防范的劣性积淀。清醒认识和把握当前新农村建设底蕴的助力和积淀的“堕力”，有利于我们扬长避短、趋利避害，避免工作的盲目性。
