摘要
政策网络的概念滥觞于美国次级政府观念以及英国政策社群的研究。作为一种研究政策参与过程中团体与政府关系的方法与分析框架,它旨在用描述过程的方法进行政策制定的研究。这一概念的出现契合了西方工业社会行政与政治日渐多元性与复杂性的现状。经过多年探索,正向着完整的分析理论发展。
The concept of policy networks originates from the study on notion of sub--government and policy communities. As an approach and an analysis framework of researching the relationships between groups and government in the process of participation in policy, it is designed to research the policy making by describing the process. This concept fits the western industrial .society, the growing diversity and politic complexity of the situation. After years of research, it develops to the entire analytic theory.
