摘要
"整体政府"公共服务模式是在反思和扬弃传统官僚制公共服务模式和碎片化新公共管理公共服务模式的基础上形成和发展起来的。本文介绍了该模式的缘起、特征与模式,认为这种模式具有公平正义的公共服务目标、联合的公共服务方法和协调的公共服务政策。在价值取向、组织结构、供给方式、技术手段等方面对我国建设服务型政府和改革公共服务体系具有重要的启示和借鉴意义。
The public service model of ＂Whole of Government＂ is developed with reflecting and abandoning the traditional bureaucratic model and the fractionalized new public management model.It is a kind of standardized model that follows and makes use of organizational integration and coordination principles and provides the public with seamless public services. Such model not only has the characteristics of equal and fair goals, joined-up methods and coordinative policies, but also forms the new and effective practical pattern and operational mechanism in the philosophy of culture, working methods, policy formulation and accountability mechanisms. In aspects of value orientation, organizational structure, service supply and technical means, this model has the great significance and reference for China to build up service-oriented government and to reform its public service system.
