摘要
环境保护作为应对城市环境改良、解决生态环境问题的方法得到了广泛的重视,随着研究的深入,众多研究者对基于城市竞争力提升的环境保护这一领域投入了前所未有的关注。现有国内外研究成果从方法论、城市经济和城市环境变化机理的角度剖析环境保护与城市竞争力之间的关系,关于两者之间关系的主要观点是:以波特为代表,认为长期有效的环境政策能刺激技术创新和管理创新;基于"囚徒困境"逻辑推理出不同国家或地区竞相采取次优的环境政策使得全球环境恶化加剧的"环境竞次理论";"污染避难所假说"。从内在机理剖析环境力对城市竞争力的传导机制,以为重视城市竞争力中的环境力、环境保护提供充足的理论支持,是该领域进一步发展的重点。
Environmental protection has been widely paid attention to as a tool to improve the urban environment and solve ecological prnblems. With in-depth study, many researchers put an unprecedented attention into the area of environmental protection for upgrading ,than competitiveness. The existing domestic and foreign researches are the results of analyzing the relationship betwttn environmental protection and urban competitiveness from perspective of methodology of the urban economy and urban environmental change mechanism. At present main theoretical points on the relationship netwee the two are：Porter as therepresentative supporting long-term effective environmental policies stimulates technological innovation and management innnvation; ＂environment of competing theories＂ and ＂pollution haven hypothesis＂ , which are logical inferences from the ＂Prisoner＇s Dilemma＂ of that different countries or regions competing to take sub-optimal environmental poliey to exacerbate global environmental degradation .Analysis from the internal mechanism of the urban environment protection and the urban competitiveness of which is important to provide adequate theoretical supporting for emphasizing the environment and environmental protection in urban competitiveness upgradation, and this is the further problem in this field.
