摘要
就当前来看,社会保险关系不能在全国范围内实现有效接续,影响了劳动力的合理流动和社会的和谐稳定。造成社会保险关系不能有机衔接的原因很多,"统筹基金"不能跨统筹地区转移是主要原因。改革"统筹基金"不能转移的政策规定,建立全国社会保险"一卡通"制度,就能够实现社会保险关系在全国范围内的有效接转,做到在全国范围内共担社会风险。
Presently, social security relations can not be effectively transferred and continued within the nation, which has affected reasonable flow of labor force as well as harmony and stability of our society. There are many reasons for the above problem and the main one is that the consolidated fund cannot be transferred among areas. By reforming the above-mentioned policy and by establishing social security e-card system among the whole nation, we can realize effective transfer and continuity of social security relations within China, so that social risks can be shared nationally.
