摘要
开展淤地坝建设,能有效地控制水土流失、减少入黄泥沙,而且对提高当地水资源利用效率、促进农村产业结构调整、确保退耕还林还草成果以及加快全面建设小康社会步伐,也具有十分重要的促进作用.首先介绍了海原县淤地坝建设的发展历程及现状,在此基础上分析了淤地坝建设所产生的生态效益、经济效益和社会效益,得出淤地坝建设对海原县的生态建设、农业生产、人民生活都具有重要作用;其次总结了目前条件下淤地坝建设管理中存在的6个方面的问题,包括遗留、规划、投资、管理等方面;最后提出今后淤地坝建设发展的5项对策和建议.
Developing the silt retention dams can effectively control soil erosion and reduce sediment eroded into the Yellow River, can improve local water resourse apply efficiency, promote rural industrial restructuring, insure returning farmland to forests and grasslands, and also play a vital role of speeding up the pace of building well-off society. Firstly, the history and actuality of silt retention dams development at Haiyuan County are introduced, on the basis of this introduction, the ecological benefits, economic and social benefits that created by the silt retention dams are analyzed. The result shows that the silt retention dams development is very important to the ecological construction, the agricultural production and people＇s living in Haiyuan county. Secondly, this paper summed up six aspects issues of Silt Retention Dams construction and management in current conditions are summed up, including legacy, planning, investment, management, etc. Finally, five countermeasures and recommendations for silt retention dams construction in the future are put forward.
