摘要
集群的优势已越来越受到各界的重视,然而目前我国的工业园区缺乏产业集聚和利益协同,与"集群"相去甚远。着重从地方政府的角度分析了该现象及其产生的原因,并引入数学模型作进一步的讨论。
Although the advantages of industrial cluster receive the worldwide attention increasingly, it finds that there are lack of industrial agglomerations and benefit synergy in Chinese industrial zones, which are greatly different from ＂ cluster＂. This paper makes a comparison between industrial cluster and enterprises-spatial-aggregate （ESA）, and then gives the genesis of ESA based on the returns of local government perspective. Finally introduces a mathematical mod- el for further discussing, and gives some suggestions for the adjustment of ESA.
