摘要
电力行业通常由单一生产者承担最有效率,这表现为政府垄断、政府投资融资、政府所属企业生产、政府行政管理。然而竞争机制的引入,必然要求多元化的产权结构,投资主体的多元化也就形成了多元化的融资渠道。本文简介电力项目融资方式的分类及定义;分析各种融资方式下存在的融资风险;探讨如何避免或降低电力项目融资风险。
Electricity industry is very special. It presents as monopolized by the government, investing and financing by the government, producing by enterprises under the government, and managing by the government. However, because competition, it requires variety of property right structures, thus there are different characteristics of financing system in electricity industry.
Based on the previous background, the paper introduces the practical methods with theory. Firstly, analyzing the definition and mode of project financing under theories. Secondly, analyzing the risk of investment under different modes, and enumerates the solutions. Thirdly, discussing the methods that how to avoid and reduce the risk in investment.
