摘要
随着我国社会主义市场经济体制的逐渐完善,政府职能必须向社会管理和公共服务方向转变,这既是社会发展的需要,也是政府科学发展观的体现。十一届三中全会以来,我国政府职能经历了三次突破性转变。当前,应在培养和提升政府能力,完善政府规制方面加大力度,如此才能切实强化政府公共服务职能,建设"服务型"政府。同时政府应当用市场经济的理念和方法适应职能转变,着力构建新的政府文化。
With the gradual improvement of our country＇s socialist market economic system, government function should change to social management and public service. This is both the demand of social development and the embodiment of scientific development concept. After the 11th Party Central Committee, the change of our country＇s government function experiences three breakthroughs. The cultivation and promotion of governmental ability and the improvement of governmental regulations should be enhanced to strengthen the public service function of government and to construct service - oriented government. The government should also adapt the change of function with market economic idea so as to build new government culture.
