摘要
中国实践中的包括价格制定和调整在内的决策听证及其相关的制度安排,体现了决策的民主化,但不能把它的意义仅仅局限于"行政民主化"的狭隘范围内。公共决策听证实践在相当程度上暗含着这样的改革和发展逻辑,即:通过在公共行政领域推进民主化来达到进行政府和政治改革的目标。应该把决策听证当作民主政治成长的要素而不是行政民主来看待。
China's policy-making hearing and its related institutions display democratization of policy-making.The article analyses policy-making hearing and especially discusses its value and limitation.It argues that practice of such hearing implies certain logic that aim of political and governmental reform should be achieved by ways of democratization of public administration.Therefore,policy-making hearing should be regarded as a growing factor of democratic politics rather than as administrative democracy.
