摘要
公共安全管理是政府的责任。西方国家的公共安全管理开始于第一次世界大战,作为一种体系形成于20世纪六七十年代。全部发展历程大致可以划分为前公共安全管理时期、公共安全管理雏形期、民防时期以及公共安全管理成熟期三个阶段。每个国家对公共安全管理体系的表述不一,各有各的特点,但主要内容却相同,以美国的最为完善,已经为西方国家所普遍采用。因此本文在介绍三个阶段的主要发展过程的基础上,着重介绍和分析了美国公共安全管理模式的演变。
The public security management is the government function. In western nations, it started in World War I and ifs system formed in 1960s and 1970s. Its history is divided into three phases. The first is the phase of pre-emergency management. The second is the phase of civil defence. And the third is the phase of public Security management. The public security management systems in different nations are named differently, but the main contents are basically same. The public security management system in USA is the most complete and is introduced to other western nations. So the paper emphasizes the introduction and analysis of its development.
