摘要
1978年宪法、1982年宪法及其四次修正案肯定了改革开放的实践和成功经验。这30年宪法发展呈现出鲜明特征:它是在中国共产党不断更新宪法观念、自觉推动下大步向前的;它体现了改革开放以来政治、经济与社会生活等方面的重大变迁,并有力地保障和促进了改革开放;它以完善实体内容为目标,呈现出"重实体、轻程序"的特点。可以说改革开放是宪法发展的主要原因,并且宪法必将随着改革开放的深入而不断完善,从"改革宪法"走向"宪政宪法"。
The Constitution of 1978 , the Constitution of 1982 and the fourth amendment affirmed the reform and opening up in practice and successful experience. This 30 - year constitutional development emerged distinctive characteristics： The Chinese Communist Party constantly updated the constitutional concept, which consciously promotes and makes constitution advance remarkably; It embodies the significant changes of politics, economics and social life etc. since the reform and opening up, and vigoronsly safeguards and promotes the reform and opening up; It takes improving the content of entity as its target and shows the characteristic of attaching importance to entity and making light of program. It can be said that reform and opening up is the main reason for the development of the Constitution and the Constitution will be constantly improved with the deepening of reform and opening up, and it goes from ＂constitutional reform＂ to ＂constitutional constitution＂.
