摘要
20世纪80年代以来,政府改革浪潮席卷整个世界。国内外学者都对这场运动提出了自己的理解。这些内容对于我们重新审视当下的政府角色具有重要的启示意义。但是,任何政府改革都与价值观念的变革相联系。这种价值观念的变革对于整个行政体系具有更为重要的作用。当代政府改革的应然价值取向主要包括:政府应是促进者、政府应以结果导向、政府应以公民为本、政府应以分权导向、政府应有现代行政精神。这些价值取向对于中国的政府改革具有启发作用。
Since 1980s we have witnessed government reforms all over the world. Many scholars have pointed out their views, which are helpful for us to reexamine the government role. However, any government reform is associated with value transition. Generally, contemporary government reforms hold following values, i.e. government should be a promoter, government should be outcome -oriented; government should be citizen -oriented, government should be decentralization - oriented, government should hold modem administration spirit. These values are also helpful for Chinese government reform.
