摘要
欠发达地区的主要任务是加快经济发展,因此经济发展方式转变的重点是发展动力的转变,而难点是政绩竞赛导致的政府职能结构的不合理。欠发达地区应该以发展理念转变为先导,指导政绩评价体系改革、政府职能结构调整,引导企业转变经济增长方式,增强自主发展能力,推动经济发展方式的转变。
The primary mission of the underdeveloped areas is to speed up the economic development; therefore, motivation is the focus. However, the unreasonable structure of the governmental function is in the way. To overcome, the article believes, the idea of transformation must take the priority, followed by the perfection of the evaluation system of political performance, and the adjusting of the structure of governmental functions. Efforts must be made to guide the enterprises to transform their methods of growth, enhance the ability of independent development, and impel the pattern of transformation of the economical development in the underdeveloped area.
