摘要 从"事业单位,企业化管理"起步,我国传媒经历了事业单位、企事业混合型单位、企业单位的形态变更,传媒业也从传媒事业、传媒行业向传媒产业的方向发展。资源配置方式、政府角色以及宏观调控模式都在经历变革,与传媒体制密切相关的传媒公共政策,也必然面临重新定位,以适应和促进新形势下传媒业的发展。 Started from "business management in institutions", Chinese media system has undergone the shifts on units patterns from "institutions" to " mixed units of institutions and enterprises", and to "enterprise units". And the media system has been developing from "media institutions" to "media enterprises" and to "media industries. " The way of the resource allocation, the role of the government and the governmental macro regulations on media system are experiencing changes. Public media policies which are closely related to the media system are inevitably faced with reorientation to meet the needs or promote the development of media industries.
