In the paper, the comprehensive surveying and mapping management system based on the SQL-Server2000 database and the ArcGIS platform is designed by applying advanced GIS and computer techniques according to management characteristics of surveying and mapping industry. What's more, the design target, principle, structure, composition of function modules and R & D method of the system are also illustrated in the paper, which is of great reference value to actual application.
