摘要
如何开展农业节水灌溉，提高水的利用系数，理顺水价体系，使水利工程管理单位转为良性循环，本文以锦惠渠工程为例，提出计量供水，按方收费的初步设想．
How to carry out the agriculture thrift irrigation, and improve the using efficiency of water, and perfect the water price system, and make the management unit of hydraulic engineering run good, this paper takes the Jinhui canal as a example to put forword the tentative idea of measuring water supply and charging by volume.
