摘要
首先回顾《城市规划法》制定的历史背景、重要功绩及其历史局限性,在此基础上解读新近出台的《城乡规划法》的进步之处,并进而探讨《城乡规划法》施行的若干问题。
Firstly, the paper reviews the legislation background of City Planning Law of China, analyses its great achievements as well as its historical limits. Secondly, the paper points out the progresses made in the new legislation of City and Countryside Planning Law of China. Finally the paper argues the key issues concerning the implementation of the new law.
