摘要
西部农村贫困地区和少数民族地区公共产品严重短缺,已构成了制约西部农村社会经济发展的"瓶颈",也影响着和谐社会建设与农村的长治久安。如何解决好西部农村急需要的公共产品严重短缺供给问题,在现行的农村公共产品供给的体制下,提供什么样的农村公共产品,提供多少农村公共产品,通过那些资金来源去建设西部农村公共产品,这就需要对公共产品的使用性质,从理论上进行分析,提出各级政府对西部农村公共产品投资建设的主体责任。加快对西部贫困地区农村公共产品的供给,改革以创新西部贫困地区农村公共产品供给的体制。
