摘要
当前由于市场结构的不平衡发展,电信改革再一次引人注目。借鉴历史经验可以帮助我们更加有效地制定管制政策。本文在分析中国电信两次拆分重组的市场绩效的基础上,反思已经发生的两次重组,特别是2002年中国电信的南北拆分,指出通过重组建立的看似平衡的市场格局,很快就被动态的需求发展和技术进步所打破。其启示是必须充分认识动态的技术进步对通信产业经济运行的影响,建立以有效竞争为出发点、能够适应动态需求发展与技术进步的市场监管体制与产业政策形成机制,从而使电信业能够获得更经济和可持续的发展。
The restructure of telecommunication industry structure. Since previous experience may shed light on is attracting attention due to an imbalance of the market making effective policy, therefore, based on the analysis on market performance of the twice restructure in Chinese telecommunication industry, particularly the China Telecom＇s North - South split in 2002, the paper points out that the seemingly balanced market structure through the restructure was broken soon by the dynamic technological progress and market demand. It reveals that it is necessary to establish a suitable regulatory institution and mechanism of policy- making based on dynamic technological progress and development of demand for forming effective competition and promoting economical and sustainable development of telecommunication industry.
