摘要
在国内房地产市场继续推行商品房预售制度的现实背景下,加强对商品房预售资金使用的监管,建立商品房预售资金监管制度,已成为业内共识。通过房地产投资乘数和四象限传导模型分析显示,商品房预售资金监管是一把"双刃剑",严格的监管政策在保障购房人利益的同时,又会引起房地产市场效率的缺失,加剧房地产市场的供求矛盾。处理好监管和效率关系的政策措施是:(1)实行有限监管和区别对待的监管政策;(2)抓好监管政策的宣传与政策实施的衔接工作;(3)加强房地产市场的诚信建设。
With the background of implementing in building commercial housing presale system and commercial housing presale system, it is a uniform point strengthening monitor and management of commercial housing presale capital use. Monitor and management of commercial housing presale capital is a two-bladed sword through the analysis of real estate investment multiplier model and four-quadrant transmit model. Although the strict policy protects the effect of housing buyer, it maybe brings the losts of real estate efficiency and the contradiction of real estate supply and demand. So it should control the degree when we make the policy. Limited monitor and management and different disposal are the basic policy and measure of safeguarding the house purchasers' s effect and real estate market efficiency. It should improve policy explanation and consistency, strengthen the drumbeating and honesty building before a policy is brought into effect.
