摘要
2007年,国民经济平稳快速发展,电力需求增长强劲。国家电网公司继续深化"全面、全员、全过程、全方位"安全监督与管理,全面开展电网运行和安全分析,在电力供需紧张、自然灾害频发、基建与运行共存、电煤供应紧张等不利情况下,保证了电网安全稳定运行,保障了社会经济发展的用电需求。结合2007年发生的对电网影响较大的典型安全故障,对当前电网事故发生的特点和规律进行了分析和总结,希望引起有关部门重视,吸取经验教训。针对2008年电力生产面临的新形势,提出相应的安全生产要求,督促有关部门采取有效措施,不断加强和规范电网安全管理工作,提高电网抵御事故的能力。
The economy in China kept its pace of fast growing in 2007, and the strong power demand continued to rise. State Grid strengthened its supervision and management of power security by the adoption of an all-process security management method in which all staffs were involved. Many problems, such as short of power supply, natural calamity attacks and crisis of coal shortage, had been overcome, and the goal to meet the rocketing power demand had been achieved. Combined with the security accidents, occurred in 2007, which were of great influence over the power gird, the attributes and the precautionary measures for the accidents were analyzed. To address the new challenges of power production in the scenario of 2008, it is hoped that the relevant departments would focus on taking effective measures, strengthening power security managements, and normalizing security procedures, to enhance the anti-fault capabilities of the power system.
