摘要
现行教育考试(包括招生)管理体制的形成过程中,由于在机构宏观定位上存在偏差,造成了新的职能不顺,人员素质难以保证,成为教育教育易出问题的根本原因之一。要从根本上提高队伍素质、改变管理现状,必须对现行招考管理体制和机构进行重新定位,明晰和规范行政职能,理顺招生考试主体之间的关系,转变行政方式,提高行政绩效。
Due to the macro-positioning errors,the existing education examinations (including enrollment) management system in the course of forming the institutions and creating new functions is unsound, it is difficult to guarantee the quality of personnel and become the root causes of the problem. In order to fundamentally improve the quality and change management status quo, we must recruite to the existing management system and institutions repositioned, clarity and standardize administrative functions, rationalize the main entrance examination of the relationship between the change in the mode to improve the performance.
