摘要
通过对中国人民代表大会制度与西方议会制度产生的历史背景、现实存在(组成人员、权力结构、组织结构、职权等)和发展趋势上进行比较,认为二者存在的异同,既在于其名称和形式,又包括它们的内容和实质,具体表现在二者都反映了各自的历史文化、社会制度和发展模式。我们应该从中国国情出发,在弄清楚西方议会制本质的同时,深刻理解人民代表大会制是具有中国特色的根本政治制度,不能照搬西方议会制,但可以借鉴其为我所用的东西,为坚持和完善有中国特色的人民代表大会制度服务。
Through the comparison between the People＇s Congress System of China and Western Parliamentary System,from historical backgrounds,eurrent existence including staff, power structure, organizational structure and province to development trend, the similarities and differences between them exist not only in title and form but also in content and essence. To be specific, both systems reflect its history and culture, social system and development mode respectively. We should start from China＇s initial stage,clearly understand that People＇s Congress System is our fundamental political system with Chinese eharaeteristies when we make elear about the essence of Parliamentary System. We can not copy the parliamentary System, but we can use what we can learn for reference in order to better insist and facilitate the People＇s Congress System with Chinese characteristics.
