摘要 "整体政府"是20世纪90年代中后期以来西方国家第二轮政府改革实践的新趋势。本文着力系统分析"整体政府"产生的背景与动因、解析其内涵与目标,介绍其基本内容和实践模式,以期对我国政府改革提供借鉴。
