摘要
目前在科技项目立项过程中,科技失信行为屡屡发生。这一方面浪费了有限的科技投入资源,加大了科技投入风险,另一方面对科技进步、经济发展、社会信用造成巨大的负面影响。在界定科技信用内涵的基础上,从申报者、评价者、管理者三类立项主体出发,探讨了科技立项过程中的信用缺失现象,并应用行为博弈理论深入分析了科技失信的原因,进而提出防范科技主体失信的主要措施。
At present, the S＆T credit loss happens repeatedly in the process of S＆T projects establishment. That on the one hand has wasted the limited S＆T resources and enlarged the S＆T risk, On the other hand brought a negative effect on the S＆T progress, the economy development and social credit. According to the meaning of S＆T credit, this paper expounds the credit loss phenomenon in the planning phase of S＆T projects, starting from three behavioral bodies who are declarers, estimators, and managers. And then it analyzes the reasons with the behavior game. At last, the paper suggests the main countermeasures that keep the S＆T credit loss away in the process of S＆T projects establishment.
