摘要
实施海洋行政管理战略,实现海洋经济的可持续发展,防止或制止海洋环境问题的发生和蔓延,这是开发和利用海洋所要研究解决的迫在眉睫的重大课题。海洋环境与行政管理的特殊性充分说明了实施行政管理战略的必要性,而建立健全海洋行政管理体系、海洋法律制度体系、海洋经济发展规划体系、海洋环境质量保护体系以及海洋开发服务事业体系,则是实施海洋行政管理、推进海洋经济科学发展战略应采取的主要措施。
To exploit and utilize the marine resources, it is urgent to carry out the management strategy of marine administration, achieve the sustained development of the marine economy and prevent or curb the deterioration of the marine environment. This urgency is accounted for from the uniqueness of the marine environment and the marine administration. The measures for the management strategy in marine administration are the establishment of the system of the marine administration, the system of ocean laws, the system of marine economy development, the system of marine environment protection and the system of marine exploitation service.
