摘要
黑龙江省清河林业局,是一个曾经陷入“两危”困境的林业局,经过8年持续不断的改革,发生了难以想象的巨大变化。对于尚未走出困境的其他林业局而言,清河的经验可以复制。清河改革把握的根本是“富民、强企、兴林”,关键是由林业经济向林区经济转变。清河的改革是从森林承包管护经营开始,逐步扩展为林区发展的综合改革。改革是成功的,应该到清河去看一看。
