摘要
政府失灵是现代市场经济国家的政府干预所产生的一种普遍现象,政府失灵加剧了市场缺陷和市场混乱,难以实现社会资源最优配置,因此我们必须要设法纠正政府失灵。而政府流程再造理论主张用先进的技术替代旧的方法进而简化流程,甚至通过与从前完全不同的工作思路产生新的工作流程,从而提升行政效率和降低行政成本,改进公共服务质量,提升公众满意度,可以说政府再造是解决政府失灵的一种有效的方法之一。
The government failure is one kind of universal phenomenon which the modem market economy country government intervenes produces, is major theoretical and practical issues, The government failure intensified the market flaw and the disruption of the market, it is difficult to achieve optimal ailocation of social resources, so we must try to correct government failure. Government Process Reengineefing theory advocate the use of advanced technologies which replace the old method of simplifying processes, or even eompletdy different with the work of the previous election of a new train of thought processes, so as to enhance the administrative efficiency and lower administrative costs, improve public service quality, and enhance public satisfaction, it can be said that the government recycling is one of the effective ways to resolve the government failure.
