摘要
简要介绍了隆安县水利工程的现状和管理体制改革的目标和原则。论述了改革的对象、内容及措施,从水管单位的权责、单位性质、人员编制、资金管理、人员分流等方面探讨了改革的方法。
On the basis of a brig introduction on the current state of water conservancy construction in Longan county, and on the target and principle of administration system reform, the author discussed the objects, contents and measures of reform, and probed into the reform methods for the water administration department in respects of the right and responsibility, quality of department, authorized size of staff, capital management, arrangement of surplus staff etc.
