摘要
传统的计划经济模式向市场经济模式转型,带动了体育举国体制形态相应的转变,复杂的社会环境造就了复杂的体育举国体制形态。从体育举国体制运行的社会环境分析入手,归纳了当前体育界在认识体育举国体制过程中出现的种种分歧,分析了导致分歧产生的原因;对体育举国体制、举国体制,计划经济模式的体育管理体制,公共事务范畴的体育管理体制等概念做了辨析;区分了体育举国体制的个性特征与共性特征;对以获取金牌数量多少作为评价体育举国体制成效的做法提出了质疑;最后提出,完善体育举国体制,建立类似于自然灾害预警机制的体育举国体制启动评估体系。
The traditional planned economy pattern to market economy pattern reforming has led the sports whole nation system shape corresponding transformation, and the complex social environment has accomplished the complex sports whole nation system shape. From the sports whole nation system movement of social environment analysis, it induced the current world of sport all sorts of differences which appeared in the understanding sports whole nation system process;Analyzed the reason which the difference produced; To the sports whole nation system, whole nation system, planned economy pattern sports management system,public affairs category concept and so on, sports management system has made the discrimination; It differentiated the sports whole nation system individuaity characteristic and the general character to propose the question as the appraisal asports whole nation asystem result procedure. Finally, it proposed that the perfect sports whole nation system, establishing sports whole nation system start appraisal system just like the natural early disaster warning mechanism.
