摘要
大豆是世界上最重要的油料和高蛋白作物。基于非参数方法双产出模型,将大豆生产资源配置效率分解为规模效率、纯技术效率和要素可处置度,在分析转型期中国大豆生产资源配置效率的基础上进一步研究其结构优化策略。结果表明:制约中国大豆生产资源配置效率的因素是生产规模效率。因此,中央政府应加大力度保护和提高各大流域耕地资源利用效率,抑制长江流域大豆低效生产状况,提高松辽、黄河流域大豆生产资源配置效率,进一步加快农业剩余劳动力转移,充分发挥大豆生产的规模效率,适时做出进一步激励大豆生产的政策安排,同时这也是弥补市场失灵、促进中国大豆高产稳产的有效手段之一。
Soybean is the most important oil crop with high proportion of protein in the world. Based on the non-parametric method of double-output model, and dividing allocative efficiency of resources into scale efficiency,pure technical efficiency and handling degree of the input factor, the paper analyzed allocative efficiency of soybean production resources, and conse- quently ,studied its structure optimizing strategies. The scale efficiency is finally showed a restrictive factor. In view of that, the government should pay more attention to protect and improve the land use efficiency, improve production efficiency in Yangtze River basin and allocative efficiency of production resources in the Yellow River and Songliao River Basin,accelerate transferring the agriculture surplus labor force, develop the scale efficiency to the best level, and make the policy arrangement for encouraging the soybean production, which were also effective measurements to adjust the market disorder and promote soybean production increasing steadily.
