摘要
研究目的:定量分析中国粮食主产区、主销区和产销平衡区1996年至2005年耕地占用状况及土地产出效率,为协调耕地保护与经济增长的关系、量化区域间耕地保护补偿提供参考依据。研究方法:统计分析法与比较分析法。研究结果:(1)不同粮食分区耕地都呈减少的趋势,但各区耕地减少速度不一,粮食主产区耕地非农化速度慢于产销平衡区,产销平衡区慢于主销区;(2)经济增长与耕地占用呈极显著的相关性,不同的粮食分区经济增长对耕地占用的依赖程度存在差异;(3)粮食主销区耕地占用对经济增长的贡献效率、单位土地面积的GDP产出效率都明显高于主产区和产销平衡区。研究结论:根据不同粮食分区耕地占用的区域差异,在协调经济发展与占用耕地二者矛盾的过程中,应采取有所差别的地区耕地保护政策,提高非农建设用地的利用效率,减缓经济发展所引致的对耕地保护的压力。
The purpose of this paper is to provide reference for quantitative cultivated land compensation and coordinating cultivated land conservation with economic development through a quantitative analysis of the productivity of the land and the conversion of cultivated land in grain producing areas, consuming areas and balanced areas from 1996 to 2005. Statistical analysis and comparative analysis were employed for the study. The results indicate that： （1） the decreasing percentage of cultivated land area varies greatly from area to area. The conversion of cultivated land in grain producing areas is slower than that in balanced areas, and that in the balanced areas is slower than that in the grain consuming areas; （2）The economic growth and cultivated land conversion are significantly interrelated. In addition, the dependency of economic development on the conversion of cultivated land in different grain producing areas varies; （3）In GDP generation of studying all these, grain consuming areas, the contribution of cultivated land conversion to the economy growth and the per-unit land area are obviously higher than those in the grain producing and balanced areas. After it is concluded that the regional difference of cultivated land conversion in various grain areas canbe as reference for the adjustment of cultivated land protection policy and compensation implementation. In balancing economic development and cultivated land conversion, different protection measures shall be taken for various areas to improve the efficiency of land for construction use in order to relieve the pressure on cultivated land protection resulting from economic development.
