摘要
文章研究了技术进步与市场需求扩大引起的自然垄断边界的变化,利用DEA(数据包络分析法)方法对中国电信业市场竞争效率进行了评价和分析,认为改革措施必须要适应自然垄断边界的动态变化性,才能实现有效的竞争效率。
This paper makes a study on the research of moving and changing features concerning the border area of natural monopoly. It analyzed the efficiency of China telecommunication industry by using the Data Envelopment Analysis mode. It discusses the principle concerning the improvement of market efficeincy that the measures of reform must be suited to the moving and changing features.
